Network of Intellectuals Calls for the Defense of Democracy in Ecuador

On Sunday, over 13.7 million Ecuadorians were called to elect their next president between the Citizen Revolution candidate Luisa Gonzalez and President Daniel Noboa.

Hours after the vote collection ended at the polling stations, the National Electoral Council declared Noboa the winner, having allegedly achieved a margin of more than 10 percentage points over the leftist lawyer.
In response, Gonzalez, whom most polls considered the favorite to win, rejected the results, noting a massive and unprecedented electoral fraud, which even subtracted votes from the number of votes obtained in the first round.
Over the past 24 hours, progressive organizations have expressed their support for the Citizen Revolution leader and rejected a flagrant violation of the Ecuadorian people’s political rights. Below is the statement issued by the Network of Intellectuals and Artists in Defense of Humanity – Ecuador Chapter (REDH-EC):
“REDH-EC expresses its deepest solidarity with the Ecuadorian people, who have been affected by severe violations of their political rights due to the declaration of a State of Emergency, issued 24 hours before the elections by the candidate and President Daniel Noboa, without the occurrence of any exceptional event that would justify the suspension of fundamental rights.
Decree 599, which remained in effect on election day and in the post-electoral context, suspends the freedom of assembly, nullifies the right to the inviolability of correspondence, and stipulates an obligation to “collaborate,” compelling telecommunications operators and related entities to hand over personal or institutional correspondence, data, and information to law enforcement agencies. It also restricts freedom of movement and cancels the inviolability of the home, among other infringements of rights that have only been seen under dictatorial regimes.
REDH-EC also expresses its solidarity with the Citizens’ Revolution Movement, particularly with candidate Luisa Gonzalez, and with the broad coalition of political organizations and social movements that reached a consensus on an agenda to revive the country and have denounced electoral fraud in the April 13, 2025 elections. With this background in mind:
1. We call for the immediate repeal of Decree 599 and the restoration of the fundamental rights of the Ecuadorian people. The decree contradicts legal doctrine and international norms that establish that states of emergency must not affect political rights or democratic processes, such as the electoral act held on April 13, 2025.
2. We urge the National Electoral Council to ensure transparency in the electoral process and its results, including a full recount of the votes and an analysis of compliance with the requirements established by the Democracy Code and relevant legislation—such as the prohibition of campaigning within polling places, which was frequently violated through the use of public infrastructure and resources, as well as the lack of proper authorization for Mr. Daniel Noboa to run as a candidate.
3. We call on Ecuadorian institutions to safeguard democratic order, respect for human rights, and an end to all forms of political and media persecution against local authorities, as is the case with the mayor of Guayaquil, Aquiles Alvarez, among others.
4. We appeal to international organizations, electoral observers, and defenders of democracy to ensure Ecuador’s return to constitutional order and the cessation of all authoritarian actions.
Ecuador deserves to live in democracy and once again become a state of peace.”
